Recently, the Xiamen Municipal People's Government officially released the *Outline of the 15th Five-Year Plan for Economic and Social Development of Xiamen*.
In the chapter on "Building a Modern Marine City," the Outline clearly states that, guided by the National Marine Economic Development Demonstration Zone, Xiamen will focus on strengthening the Xiamen Marine High-Tech Industrial Park, vigorously cultivate emerging industries such as high-end marine equipment and intelligent marine equipment, and simultaneously strive to build a marine science and technology innovation hub, improve the technology transfer chain, strengthen distinctive marine industries, consolidate marine ecological barriers, and broaden the pattern of marine opening-up.

Building a Modern Marine City
With the development of the National Marine Economic Development Demonstration Zone as the overarching driver, adhere to land-sea coordination and human-sea harmony to create a modern marine city with distinctive features, optimized industries, and a beautiful ecological environment.

Creating a Marine Science and Technology Innovation Hub
Accelerate the construction of new marine research institutions. Support the development of high-level innovation platforms such as the Lujiang Innovation Laboratory, the Marine Drug and Biological Product Industry Development Center, the Institute for Transfer and Transformation of Marine High-End Equipment Technology, and the Xiamen Institute for the Development and Utilization of Marine Biological Products. Improve innovation carriers for the "blue drug library," such as the marine microbial strain bank. Establish an integrated technology transfer ecosystem covering "technology screening—pilot scale-up—industrial implementation." Implement the Blue Bay Program, promoting the integrated development of beautiful bays across the region. Enhance coordinated land-sea pollution control. Improve the land-sea integrated ecological environment monitoring network. Establish a whole-process supervision and management system. Compile an inventory of marine ecological products. Enhance the efficient and intensive utilization of sea areas and marine islands. Improve the quality of marine public goods and promote three-dimensional utilization of sea areas. Strengthen the protection and rational use of islands, achieving functional synergy and intensive and efficient development of the marine economy.

Building a New Pattern of Marine Economic Opening-Up
Deepen Xiamen-Taiwan marine integration, promoting "common standards, joint platform construction, industrial collaboration, and shared ecological conservation" in the marine sector. Strengthen regional marine cooperation, promoting deep collaboration between Xiamen and coastal city clusters in marine science and technology, marine industries, port logistics, and other areas. Expand international cooperation spaces. Advance the Ocean Negative Carbon Emissions (ONCE) International Scientific Program. Build an international collaborative innovation platform serving national strategies. Seek the establishment of new international marine organizations.
